Eight countries are now offering cash incentives, housing support, or business grants to attract new residents as ageing populations and shrinking rural communities force governments to rethink migration and local development. A report published on March 20, 2026 listed Italy, Switzerland, Japan, Spain, Greece, Ireland, Croatia, and Chile among the countries using financial inducements to revive underpopulated areas and stimulate economic activity.

The trend reveals a striking global contradiction. While some nations tighten borders and harden anti-immigration rhetoric, others are actively paying people to relocate because they urgently need workers, families, entrepreneurs, and long-term taxpayers. In Italy, grants of up to €30,000 are being offered in depopulated towns, while Switzerland’s Albinen has publicised payments to families willing to settle for at least ten years. Japan, Greece, and Ireland are also linking relocation support to rural survival and housing renewal.
