Senator Elisha Abbo Accuses Of Reportedly Raping A 13-Year-Old Pupil, Attempting To Assault Her Sister, Threatening To Kill Family

A disturbing petition submitted by the law firm D.I. Aiyedun & Co. to the Inspector General of Police has accused former Senator Ishaku Elisha Abbo of raping a 13-year-old secondary school student and attempting to rape her 16-year-old sister.
Apart from the sexual assault allegations, Abbo is also accused of criminal intimidation of the two underage girls and their parents in Abuja.
The petition, addressed to the IGP and for the attention of the Deputy Commissioner of Police – Gender, Force Criminal Investigation Department (FCID), details a harrowing account of abuse, threats, and psychological trauma allegedly inflicted on 13-year-old Khadija Muhammad and her 16-year-old sister, Fatima Muhammad, by the former senator and his alleged accomplices.
Abbo Turns Himself At FCID
Recall that Abbo had turned himself in at the Nigeria Police Force Criminal Investigation Department (FCID) in Abuja following the allegations. The petition is what prompted him to present himself at the FCID.
The parents of the minor told said that a former senator and governorship candidate in Adamawa, Senator Aishatu Dahiru Ahmed “Binani,” visited their home to plead with them not to reveal the scandal.
They further alleged that following the incident, Abbo kept sending money to the girls’ father in a bid to silence the matter.
As of the time of publishing the report, Senator Abbo was still being held at the FCID.
According to the petition, the primary incident occurred on June 29, 2025, at Abbo’s residence in Katampe Extension, Abuja.
Khadija Muhammad, then 13, was reportedly lured to the location by Nafisa Mohammed Chigli, a 17-year-old associate of the senator.
“The suspect attempted to undress her, overpowered her resistance, applied baby oil to his manhood, and attempted to forcibly penetrate her vagina,” the petition said.
“After the act, he cleaned his semen-soaked genitals with a white cloth. She later informed her father of the horrific assault, but who blamed her and took no action.”
Fatima Muhammad, Khadija’s older sister, was also reportedly targeted in a similar scheme involving Zara Muhammad Chigli but she managed to escape before the assault was completed.
“In a nearly identical scheme, the victim’s sister, Fatima Muhammad, was lured to the suspect’s residence by Zara Muhammad Chigli,” the petition said.
“The suspect attempted to sexually assault her as well. She managed to escape the situation before the assault could be completed, but the attempt itself is a grave crime that demonstrates a repeated pattern of predatory behaviour.”
Evidence Submitted
The petition is supported by multiple forms of evidence, including the medical report from Deda Hospital, noting bruising consistent with sexual assault, and the receipt of a transfer of N200,000 on July 1, 2025, from Hassan Kure Musa, a known associate of Abbo, to the victim’s father’s driver, which is cited as a bribery attempt.
The petition noted that a video clip recorded during the car ride home after the incident is reportedly in the victim’s possession.
Medical Report Doesn’t Rule Out Rape
The medical report was signed by Dr. Kehinde Duromola, a Consultant Obstetrician and Gynecologist.
The report for 13-year-old Khadija with hospital number 31161, dated July 11, 2025, stated that the “patient presented to our facility on 10th of July, 2025 with complaint of rape following a visit to a friend’s house about a week earlier.
“On examination, she was found to be anxious,” it said.
The examination revealed a “bruise around the posterior fourchette”, and the consulting gynecologist stated that the “impression of sexual assault cannot be ruled out.”
13-Year-Old Khadija ‘Actively Contemplating Suicide’
The petition also includes excerpts from an email exchange between Khadija and her school coach, revealing the devastating impact of the alleged abuse.
Khadija reportedly suffers from undiagnosed physical ailments and severe psychological trauma, including suicidal ideation.
In their assessment, the coach stated, “From the time of the attack until now, the child has been suffering from various persistent illnesses that doctors have not been able to diagnose, which are consistent with the somatic manifestations of severe psychological trauma.”
“She is severely traumatized and has not been able to associate well with her friends, leading to complete social withdrawal,” it added.
“I feel worthless, unloved, invisible and so alone… I feel trapped in my own mind, my own pain and it’s exhausting just to exist,” she wrote, adding that Khadija “is actively contemplating suicide”.
In one of her messages to the coach, she confessed, “I’m having suicidal thoughts I don’t know how much longer I can keep going… I feel like I’m drowning in everything that has happened… I feel like im a burden and think that everyone is better off without me.”
In another message, she said, “I feel worthless, unloved, invisible and so alone… I feel trapped in my own mind my own pain and it’s exhausting just to exist.”
Threats and Intimidation
The petition alleges that Abbo has engaged in a campaign of threats to silence the victims and their family. These include threats to release nude photos of Khadija and direct threats to kill Khadija and her mother.
The petition said, “The suspect has engaged in a relentless and escalating campaign of intimidation to silence the victims: He has repeatedly threatened to release nude pictures of Khadija Muhammad if she speaks out.
“He has directly and explicitly threatened to kill Khadija Muhammad.
“He has directly threatened the victims’ mother, stating that he is monitoring all her moves.”
Legal Violations Cited
The petition outlines several laws allegedly violated by the former senator and his accomplices, including the Sections 27(1)(a) & 28 of the Child Rights Act, 2003, which impose a duty of care and protection on parents and penalize parental neglect, exposure to harm, and failure to report sexual offences against a child.
“Section 283 of the Penal Code: Defilement of a child, punishable with life imprisonment. The age of the victim, 13, underscores the severity of this crime,” the petition said.
“Sections 24 of the Cybercrimes Act, 2015, and the Violence Against Persons (Prohibition) Act, 2015.
“Sections 97 & 98 of the Penal Code: Criminal conspiracy for the roles of Nafisa Mohammed Chigli, Zara Muhammad Chigli, and Hassan Kure Musa.”
The petition calls for the immediate investigation and arrest of Abbo, prosecution of accomplices Nafisa and Zara Chigli, the investigation of Hassan Kure Musa for financial inducement, urgent protection for the victims and their family, and a broader investigation to uncover other potential victims
